Raise Your Voice: Lift the Caps

Your calls and e-mails to your state legislators are needed to support an upcoming bill that would lift the caps on Family Care, IRIS, and Family Care Partnership. Legislation will be introduced this month that would lift the caps and expand the programs to provide services and supports statewide. Funding for lifting the caps and expanding the programs will be found through cost savings within the long-term care system, and will not be taken from other programs.

Background
Since the programs were capped in July 2011, waiting lists of people needing services have been growing. In December, Gov. Walker announced his support to lift the caps and expand the programs statewide. However, legislation must be passed to make it happen.

Action

How can I access a copy of the "message" from the Federal Government agency that informed HHS or Governor Walker that caps on Medicaid Waiver Programs were prohibited?

Did that letter mean that the legislature is the branch of government that has the discretionary power, not the executive, to determine the an amount of state funds for a Medicaid waiver program that can then qualify for the federal match?
