The State Constitution cannot be changed unless the same bill passes two legislative sessions and is passed by voters in a statewide referendum. The Governor cannot sign or veto these referenda bills. Only the legislature and voters can decide whether to amend the State Constitution.
Referendum Bill That Passed the First Legislative Session:

This Assembly Joint Resolution would amend the state constitution and create section 1m of article III in the state constitution. It would require a photographic identification to vote, or register to vote, at the polls on election day. This is the first consideration of the amendment.WCDD OPPOSES. People with developmental disabilities, and the elderly, often do not drive and do not have photographic ID. They also may have difficulty proving residence if a third-party payer has their housing documents and pays their bills.
Referenda Bills That Died in the Legislature:
Taxpayers Bill of Rights (TABOR), Taxpayers Protection Amendment:At least three bills were debated and died during 2005-2007. The bills would have put limits on state and local spending and taxing.
