About 12,000 Wisconsin citizens with developmental disabilities rely on the CIP Medicaid waivers. The cost of supporting an average Medicaid waiver plan exceeds the amount available in the daily rate. For example, the CIP 1B rate of $49.67 per day does not cover the $112 average daily cost of implementing a state-funded CIP 1B plan. Counties make up the difference with local funds. This uses up money counties need for waiting lists.

Daily rates for the CIP waivers have been virtually frozen for 10 years. But the daily rates for nursing homes and institutions increase every year. For example, the DD Center rate rose 71% between 1994 and 2001.

By not increasing the CIP Medicaid waiver rates, Wisconsin falls further behind other states in total federal dollars earned. We are currently in 37th place. For every dollar invested, Wisconsin receives back $1.43 in federal Medicaid money. This more than doubles Wisconsin’s investment. With no increase in CIP Medicaid waiver rates, Wisconsin lost millions in federal dollars over the last 10 years.
