As I am sure you are aware, special education in Wisconsin needs as many allies as possible in these challenging times. While we had significant success in the 2007-09 biennial budget by getting an increase in state special education funding, that funding is still woefully inadequate. We continue to work on trying to pass our bill to limit the use of seclusion and restraints in Wisconsin schools, and to make such use safe when it has to be used in an emergency or pursuant to an agreed upon IEP. In addition, we are putting a lot of pressure on the Department of Public Instruction (DPI) to develop a good regulation on special education eligibility for children with learning disabilities.
